The Upgrade Tab allows you to purchase upgrades for all of your buildings.
There are a few different catagories, when it comes to upgrades. The 4 main catagories are as follows:
Selling power - an upgrade that increases the amount of power a building sells.
Max increase - an upgrade that increases the max amount of a building (e.g. max heat, max power, max water...)
Production increase - an upgrade that increases the production of a component (e.g. heat production, water production, research production...).
Lifetime - an upgrade that doubles the lifetime of a component (The amount of ticks it produceses, before it is depleted).
